The Diploma in Public Procurement course (SLQF 03) offered by the Institute of Human Resource Advancement (IHRA), University of Colombo, is a comprehensive program designed to equip participants with the knowledge and practical skills required for effective and transparent public sector procurement.
The course provides a thorough understanding of procurement principles, policies and best practices applicable to government and public institutions.
Participants will engage in active learning through lectures, interactive discussions, case analyses, real-world procurement scenarios and practical exercises.
This diploma is ideal for public sector officers, administrative professionals and individuals seeking to develop expertise in public procurement and supply management.

Objectives

  1. To provide participants with a comprehensive understanding of the principles, concepts, legal frameworks, and national guidelines governing public procurement.
  2. To develop practical skills in sustainable procurement planning, preparation of bidding documents, bid evaluation, and contract award procedures in line with public sector regulations.
  3. To strengthen competencies in contract management, supplier performance monitoring, and risk management to ensure efficiency and accountability.
  4. To promote transparency, ethical standards, good governance, and value for money in the utilization of public resources.
  5. To enhance analytical and decision-making skills required to manage complex procurement processes while integrating sustainable planning and environmentally responsible procurement practices.

Program Duration: 12 Months

Program Medium: Sinhala and English

Program Schedule: We offer a comprehensive program conducted on Tuesdays and Thursdays, with an additional Saturday session once a month. The program combines both online and in-person lectures, with theory sessions held from 5.00 p.m. to 7.00 p.m.

Target Group

The Higher Diploma in Counseling Psychology (HDCP) course is designed for individuals who have a background in psychology or a related field and are seeking to advance their knowledge and skills in counseling. It is suitable for practicing counselors, psychologists, social workers, educators, and professionals in related fields who wish to enhance their expertise in counseling and broaden their career opportunities.

Entry Qualifications

No person shall be eligible to be admitted to the Diploma in Public Procurement programme of study leading to the Diploma, unless s/he satisfies the requirements in paragraph (i),(ii) and (iii):

(i) a. S/he has passed GCE (A/L) Examination in four (4) subjects prior to year 2000 in     one and same sitting.
OR
b. S/he has passed GCE (A/L) Examination in three (3) subjects after year 2000 in one and same sitting.
OR
c. S/he has passed a Foundation Programme equivalent to the GCE (A/L).
OR
d. S/he has passed GCE (O/L) Examination with accredited work experience or accredited prior learning followed by a relevant programme of study equivalent to a minimum of 30 credits.
AND
(ii) S/he demonstrated competence in the relevant field and potential for future career development;    AND
(iii)  S/he has a good working knowledge of the language of instruction of the Diploma programme.
