Diploma in Labour Education (DLE)

The Diploma in Labour Education (DLE) program, offered by the Institute of Human Resource Advancement (IHRA) at the University of Colombo, is a comprehensive educational initiative designed to empower individuals with knowledge and skills in labor-related fields. This program is ideal for professionals, labor activists, trade union members, government employees, and anyone interested in understanding and addressing labor issues. Through a well-structured curriculum, the DLE program equips students with insights into labor laws, industrial relations, labor economics, and social justice, fostering a deep understanding of the complexities within the labor sector. Graduates emerge with the expertise needed to promote fair labor practices, contribute to workplace harmony, and advocate for the rights and welfare of workers.

*The Diploma program is only offered as a bridging program to allow those who do not possess the requisite qualifications to directly enter the Bachelors’ program. The Diploma in Labour Education is not offered as a separate Diploma, but only as an entry qualification to enter into the Bachelor of Labour Management(BLM) program. Therefore, even when a student decides to stop with the Diploma in Labour Education(DLE), she/he will not be provided with a separate Diploma Certificate.

Objectives

  • Comprehensive Legal Understanding: The program aims to provide participants with a comprehensive understanding of labor laws, regulations, and policies, ensuring they are well-versed in the legal framework governing labor relations.
  • Effective Labor Advocacy: Another objective is to equip students with the skills and knowledge necessary for effective labor advocacy, empowering them to represent workers’ interests and negotiate on behalf of employees.
  • Promotion of Social Justice: The DLE program seeks to foster a commitment to social justice and workers’ rights, encouraging participants to actively engage in efforts to create fair and equitable labor practices.
  • Conflict Resolution Competence: A critical objective is to enhance participants’ abilities in conflict resolution and dispute management within labor contexts, enabling them to contribute to harmonious workplace relations.
  • Industry Impact: Finally, the program strives to prepare graduates to have a meaningful impact on labor practices and policies within their respective industries and communities, advocating for fair labor practices and positive change.

Program Duration: 1 Year

Program Medium: Sinhala

Lecture Hours:

  • In case where face to face physical lecture is conducted, they will be conducted from 5.00 p.m. to 7.30 p.m. on every weekday from Monday to Friday without a break at the premises of the University of Colombo.
  • In case where lectures are conducted through online mode (Zoom, MS Teams), they will be conducted from 7.00 p.m. to 9.30 p.m. without a break.
  • Students are required to attend the lectures on time and if a student is late by more than 10 minutes from the scheduled time, her/his attendance for that date will not be calculated.
  • Each student is required to maintain 80% attendance out of the total number of lectures conducted for a given subject in order to become eligible for the examination.

Target Group

The Diploma in Labour Education (DLE) program conducted by IHRA at the University of Colombo is intended for a diverse audience, including labor activists, human resource professionals, government and NGO employees, employment lawyers, workers’ representatives, social workers, business owners, students, and advocates for social justice.

This program equips participants with comprehensive knowledge in labor laws, industrial relations, and social justice issues, enabling them to promote workers’ rights, navigate labor regulations, and contribute positively to fair labor practices across various sectors. Whether you’re an activist, a professional, or a student passionate about labor-related matters, the DLE program offers valuable insights and expertise to make a meaningful impact in the field.

Entry Qualifications

The Diploma in Labour Education is a bridging program offered to those who do not possess the requisite qualifications to follow the Bachelors’ program.

The entry qualifications for the Diploma program are as follows:

Has passed G.C.E Ordinary Level examination with six (6) subjects (s) where a minimum of three (3) subjects must be credit passes (c) and the same must be secured in the one and the same sitting.

AND

Is not less than 22 years of age:

AND

Is currently being employed/self-employed and has at least two years of work experience as an employee or a self-employed person after having the above academic qualifications:

AND

Has reached the qualifying standard in Academic Ability and Readiness as determined by the Institute at a selection Test and at an interview conducted by the Institute.
